SALEM, Ore. (AP) -- The Salem City Council is hatching a plan to allow hens within city limits.

The council voted 5-3 Monday night to have two ordinances drafted. One would amend the city code's definition of chickens as "livestock." If that's approved, the second ordinance would define chickens as pets.

The council has been debating the issue since February, when pro-chicken activists attended a meeting to present their case.
